在高爾夫的世界裏，有二大高爾夫協會主管著全球的高爾夫規則的制定、解釋、修改（包括球桿的合格與否，業餘資格訂定）；其一是成立於1894年，主管美國及墨西哥的美國高協(USGA)，另一個則是成立於1754年，主管包括台灣在內的全世界（不含美國及墨西哥）之英國The Royal and Ancient Golf Club of St Andrews聖安卓皇家&古老高爾夫俱樂部（簡稱R&A）。

關於R&A：The R&A is golf's world rules and development body and organiser of The Open Championship. It operates with the consent of more than 125 national and international, amateur and professional organisations, from over 110 countries and on behalf of an estimated 28 million golfers in Europe, Africa, Asia Pacific and The Americas (outside the USA and Mexico). The United States Golf Association (USGA) is the game's governing body in the United States and Mexico.
